Diffusion of Responsibility (n) 1. The act(s) of administering an important task(s) to individuals making them collectively responsible for the positive or negative effects which result.

Use in the positive

e.g. the president lowered interest rates but it required a diffusion of responsibility to carry out his orders and in the end bankers felt good about themselves because responsibility was diffused to all of them,

Use in the negative 

The medical industry unknowingly followed the lead and orders of nazi terrorists and through a diffusion of responsibility carried out tasks that gave us the corornvirus conspiracy.

A.P.A. The American Psychological Association defines a diffusion of responsibility as the diminished sense of responsibility often experienced by individuals in groups and social collectives.  This psychological effect has been proposed as a possible mediator of a number of group-level phenomena, including the bystander effect, choice shifts, deindividuation, social loafing, and reactions to social dilemmas

Exegesis

If you hold a degree from the United States in any one of the social sciences, you should know how a diffusion of responsibility was used by the Nazis to get things done in World War II, a war where white supremacy was again judged by God.   Afterwards it united in East Berlin with Russian White Supremacy and through various conspiracies and a diffusion of responsibility it spread wars in many places and continued  to to wreak havoc in every country in the world until the collapse of the Soviet Union in 1991.

But white supremacy continue  through public and secret societies and associations such as international freemasonry et al. which helped to fester nazism and white supremacy in many parts of the world.  By the actions of governments it appeared in the United States, Australia,  Great Britain, Central Europe and its affects, training through a diffusion of responsibility  spread to every country in the world.
